New pictures of the “horrible” animal head – found metres away from where children play – have been released.
The skull, believed to be from a goat or a sheep, was found floating in the stream to South Park, in South Park Terrace, Ilford, on Tuesday.
Redbridge Council enforcement officers were seen clearing the site yesterday (Wednesday).
A woman who lives nearby, but declined to be named, said: “It made me feel sick, I was really frightened. I have had enough with the fly-tipping and people dumping waste around here – this is fly-tipping at its worst.
“It’s not something I have seen before – it’s horrible because it contaminates the water for other animals. I don’t know why people do it, why would you want to dump a head in a stream? It’s not nice for children passing by to see that.”
South Park Users Group, which looks after the park, confirmed the animal head had been reported to the group by a “disturbed” neighbour.
The park group’s chairwoman Anne Hoad said: “We have found bits of meat, livers – offal – in the park before. Some people leave it for the crows – they think the crows eat it but the rats do instead.
“But we have never come across an actual head before. People will be worried but I don’t think it’s malicious.”
Speaking about fly-tipping, a council spokesman said: “We know that residents care deeply about fly tipping and clean streets, that’s why we’ve made tackling this issue one of our priorities.
“As well as a hard-hitting public campaign we’ve introduced a new free bulky waste collection so our residents can get large items taken away with no charge.
“We have recently changed our policies allowing us to put pictures of suspected fly tippers on our website so we can appeal for names and details of those we wish to talk to in relation to these crimes.”
