Car parking charges at two parks are being scrapped after it was revealed that they were not making enough money to cover costs.
Seven Kings Park generated an income of £1,069.25 for the year 2013/14, while Goodmayes Park made just £392.55.
This does not cover the cost of maintaining machines and enforcing parking restrictions.
Cllr Wes Streeting, deputy leader of the council and cabinet member of health and wellbeing, said: “Under the previous administration, residents were effectively subsidising loss-making car parks at Goodmayes Park and Seven Kings Park.
“This is a poor use of taxpayers’ money.
“I have therefore taken the decision to cease enforcement at the parks to provide a fairer deal for park users and for taxpayers.
“I am confident that the other parking schemes at our parks are operating effectively, but we will keep things under review to make sure that the schemes we have in place are based on evidence and genuine need.”
