The school has closed today but is expected to reopen tomorrow (May 21).
Mr Bell joined the school in January 2004 and became headteacher in April 2020.
Over the past 22 years he made a "significant contribution to the school in many areas".
The letter says: "Mr Bell was a very passionate educator and school leader, and was proud of all the pupils, past and present, as well as the wider community.
"Our deepest thoughts and love are with Mr Bell’s family at this time.
"A book of condolence, in Warren Junior School playground, will be available to sign from Thursday 21st May."
