A party organiser, whose last event ended with a stabbing and a gun being fired, has applied for a licence to hold another event in Ilford.

Carlos Costa has submitted an application to hold an Angola Independence Day celebration at Empire Banqueting Suite, High Road, Ilford on November 10 between the hours of 11pm and 5am.

The police have made a formal representation against Redbridge Council granting the licence and said his lack of control at previous events had a direct link with crime and disorder.

“Had the event not been allowed to run over its allocated finish time of 5am then it is unlikely that a male would have been shot,” said PC Oisin Daly, licensing officer.

“In spite of there being security at that event, two firearms were smuggled into the venue.

“Costa failed in his duty to uphold his licensing objectives.

“Police have no faith in Costa running a safe event and respectfully request that the licensing sub-committee consider the refusal of this temporary events notice.”

Redbridge police also saod that the Praba night club was a scene of “carnage” after the last event with lots of drink bottles, signs of drug taking, and disgarded clothes and shoes.

There was also evidence of bullet damage to the ceiling.

Mr Costa said on his application that with his “wide experience in this field” he would ensire that licensing objective, healthy and safety and challenge 21 policy would be carried out to “prevent harm”. 
“The main reasons for applying for late licensing activity is because we will carry on entertainment activities prior to music and dance such as cocktail reception, fashion show and best dress of the night will be awarded,” he wrote. 
“The sale by retail of alcohol, the prevision of late entertainment and dancing will be carried out only on the premise.

“I am a member of the community in east London, I promote regular annual events for the community and #I hope my explanation meet your expectation and be accepted extended hours for this event.”

Redbridge Council will decide whether or not to grant the licence at a Licensing Sub-Committee on Tuesday (October 23) at the council chambers in Redbridge Town Hall, High Road, Ilford
